FSALC PRESIDENTS DECEMBER 2011, UPDATE 2011 TO 2012 The Labor movement was hit hard by right wing State Legislators and wealthy Governors. Those in power who are anti-worker believe they can balance the budget by eliminating collective bargaining and reducing living wages and benefits. Taking it to the streets was the call of those who had enough with how workers are treated both financially and economically. Movements like the Occupy Wall Street was a realization that America is not only for the super rich, it the land of opportunity. However, the opportunity must be more that a struggle to pay bills and live from paycheck to paycheck. Smaller government was the cry at the Local, State and Federal levels, by those who target cuts in basic services, rather than balancing budgets by other means. Eliminating services or contracting them out, is a move to eliminate organized workers. the underline reason is scripted in three decades of right wing politics. Severely hamper Unions and the result will be no voice by workers. The right wingers who philosophically diagnose problems and place a fix to it is out of touch with reality. Attacks on teachers and trying to privatize education at tax payer expense is a method of providing better education only to those who can afford it. You have heard that, “No child should be left behind?” I believe no school and no teacher should be left behind. Better education, more funding and teacher pay must be a priority to generate the economy. You might ask what does teachers have to do with the issues plaguing Letter Carriers. It is all relative, when it comes to public employees. Most Letter Carriers feel secure in their job. They often feel immune to any type of outside influence. However, most Carriers have family members, relatives, and friends who are influenced by teachers and education. Ignoring the outside influences and not being educated when your employment is at stake, is foolish. Thinking that no letter carrier can be left behind, no post office can be left behind, no benefits can be left behind and job security can be left behind, is being naive. INVOLVEMENT IS JOB SECURITY Congress has bills that will be considered this session that will possibly change retirement, delivery issues for active letter carriers, and benefits. The Florida Legislature will be in session for two months. Their decisions at that level will have effects on Floridians that might be adverse. You don't have to be a Union Member to feel under attack. Tax payers property owners, working families will be the receptionist of the right wing agenda form Tallahassee. Redistricting of the State and Congressional Districts will be a product of the Republican run Legislature. The 2010 censes has determined that Florida will increase from 25 Congressional districts to 27. Make certain that each eligible voter is registered, Those who are registered , request an absentee ballot from the county Supervisor of Elections. If you need assistance contacting your supervisor of elections go to www.fsalc.com and link to it. Retirees, active members and their families alike have much to loose if they do not get involved. All locations are in walking distance from the hotel to the Florida AFL-CIO, Capital, meeting venues and restaurants.The event will begin on February 8, 2012, Wednesday, at noon. All attendees must be at the AFL-CIO building by noon for a preliminary briefing. Contact FSALC District Two Chair Joe Henschen if you need a reservation. He will assist in obtaining a room if you have not already done so. The FSALC Officers meeting will be held at the Florida AFL-CIO building in Tallahassee at 2:00-4:30 PM, on February 7, 2012. The meeting is open to NALC members to observe. FSALC LEGISLATIVE LIAISON Leo Murray Branch 1477, FSALC State Legislative Liaison (SLL) has notified me that effective December 31, 2012, he will resign from his position. Brother Murray has been in SLL position for several years. His activism has been at the State Level, in conjunction with the Florida AFL-CIO. Locally he been active in Politics, Legislation and the Central Labor Council (AFL-CIO). Thanks for your involvement! An appointment to SLL vacancy will be made soon. FSALC PRESIDENTS ACTIVITIES On December 5-8, 2011 I joined other Union activists to Lobby in Tallahassee, Fl. The Working Family Lobby Corp directed by the Florida AFL-CIO has advocates at the State Capital weekly to monitor legislation, politics, and lobby on behalf of worker rights and protection. This Legislative session is unique do to redistricting requirements and that the session begins in January rather than March. The fall months before December 9, 2011, host critical committee hearings, caucus, bills being introduced, cabinet meetings and opportunities to visit with State Senate and House members. I met with my Representative, attended the Governors Cabinet Meeting, Press Conference, spoke at the hearing concerning Workers Unemployment Benefits, and attended other hearings to include redistricting, The day began and ended with a briefing at Florida AFL-CIO headquarters. I anticipate another meaningful lobbying trip, joined by about 100 other NALC activists in February, 2012. On December 10, 2012 I joined the members, families, and friends at Branch 3761, Cocoa, Fl annual holiday event. It was a wonderful evening. AND FINALLY Most of you know that over a year ago President Rolando appointed me as one of the National Trustees to oversee the NALC's retirement community, near Lake Wales, FL, known as NALCREST. As my involvement grew, and my re-election to FSALC President in June of 2011, the balance of duties and my personal life became difficult.On December 14, 2011, President Rolando asked that I increase my involvement at NALCREST by being in charge of the NALCREST Property, employees, and direct oversight of all ground operations at NALCREST. On sight weekly trips to NALCREST, and the level of evolvement as FSALC President, has placed a demand on me that will not allow to do both jobs as the members demand and expect. Therefore, on February 10 , 2012, I will resign from being President of the FSALC. According to Article 8 Section 2 of the FSALC By-Laws, Vice President Al Friedman will assume the duties of President. I plan to keep involved legislatively and politicly to the extent possible as I have my entire Union Career. ALMOST A MILLION
The
NALC reports that over 834,000, signatures have been gathered
on Save America'.s Postal Service petitions. The goal is to
reach one million or more by New Year's Day. Blank petitions
can be down loaded from www. saveamerica'spostalservice.org.
You can also find out how many signatures your Branch has
sent in. DON'T STOP NOW. We have a fierce battle to stop the
Congress from eroding the Service we provide to america. Its
your job, its your welfare, its your benefits and its your
Postal Service. DON'T TAKE IT FOR GRANTED. Contact you Representative
to oppose HR 2309. The ramifications of this legislation would
effect every letter carrier adversely. I have received information
that the House has delayed consideration of HR 2309 until
sometime in 2012. Make appointments while your House member
is on recess. Get a group of members together and visit the
district office. All information about HR 2309 can be obtained
by reading the Postal Record, or going to nalc.org. Need more

The
FSALC has planned an unique venture to the State Capital.
The purpose is a lobbying trip coordinated with the Florida
AFL-CIO. This will be an EXCLUSIVE Legislative and Political
FSALC event. I am requesting all Branches who have FSALC Congressional
District Liaisons (CDL or SLL), make every effort to send
them to Tallahassee, FL. The FSALC will pay for one night's
room costs towards the two night, three day event for CDL's
and the State Legislative Liaison (SLL). Reservations have
been made for the FSALC officers.There are only 50 rooms available
each night on February 8 & 9, 2011. It is requested, if Branch
representative(s) will be attending, they share a room due
to the limited room availability. The plan is to have approximately
100 attendees. There will be no contract training. This meeting
is strictly created to introduce the FSALC activists to how
the Legislative process affect our issues. This will give
NALC members an opportunity to meet their State House and
Senate members, to personally discuss our issues with them.

IMPORTANT
FSALC DOCUMENTS
The
NALC Committee of Laws has reviewed the 2011-2013 FSALC bylaws
that were approved at the FSALC 2011 Convention. The FSALC
2011-2013 Budget and reconciliation statement of the income
and expenses for the FSALC 2011 Convention have been finished.
Copies of the three documents were mailed to Branch Presidents
last month, (November 2011). The Reconciliation statement,
should be adjusted to show a $120.00 to be added to the total
expenditures, resulting in a correct balance. See footnote
#5 on the statement. Please direct any questions concerning
the 2011 Convention statement to Joe Henschel FSALC District
Two Chair.
The
FSALC Budget should be reviewed. The is little room for divination
from the 2012-2113 budget. Mike Clark FSALC Treasurer and
Lynne Pendleton FSALC Assistant -Secretary, prepared the two
year budget. I assisted in the process and approved it. In
time the budget will have to be adjusted to meet the loss
of income and increased expenses. I encourage Branches presidents
to make available to the membership access to the documents
of the FSALC. Financial responsibility and transparency is
paramount.
CHANGES
Branches officer, contact telephone numbers,e-mail and address
changes should be sent to me for distribution to the FSALC
officers.

I hope our great union triumphs over the roadblocks and speed
bumps we are approaching. I wish all the members, and those
they care about, support President Fred Rolando in his efforts

SEPTEMBER 2011 UPDATE
RALLY FEVER
Wow
what a good feeling hitting the streets and rallying for what
we believe in. That is what
some of us believe in. You would think that all Letter carriers
who want to continue their
career with the USPS would spend a hour or two protecting
their future.
Those who did support Save America's Postal Service should
mark their calendars as being
part of a historical event. The
nation wide rally was extremely successful and brought out
a coalition of the Postal Unions,
Labor groups and concerned citizens. The media coverage from
the national to local level
was mostly positive and certainly widespread. The action was
long over due and emphasized the urgency to become politically
involved. I am looking forward
for the momentum to build and “ hitting the streets again.”
Over 500 rally sites covering
the 435 members of the House of Representatives happened
in every state. In Florida, 34 locations in all 25 districts
rallying the troops were extremely
successful. The NALC took the lead in most areas and was the
driving force for organizing the participants and getting
the petitions signed and delivered
to the district offices.
Most site leads
were NALC representatives who need to follow up on post rally
activities.

MAIL it to NALC Legislative
Office. If you were not designated as a site lead, please
furnish a report to NALC on
the Rally. Designate yourself as a co leader. Please provide

2) NALC Rally
participants are eligible to submit for the 2012 Carrier Corp

page to get the forms. Upon completion of the forms

who did not receive a Save America's Postal Service tee shirt
and participated in the Rally
can get one. The site leader/co leader should send a
list of names, Branch numbers and shirt sizes to the NALC
Legislative Department. The
shirts will be sent to you for distribution.

FSALC FALL TRAINING WEST
PALM BEACH, FLWe're
set to go, and Branch 1690 is ready to host the FSALC Training
Seminar. The agenda has been
sent to Branch Presidents and can be reviewed on fsalc.com.
There will be a FSALC officer's meeting on October 28, 2011,
at 9:00 AM. All NALC members
are invited to attend as observers.The Seminar will begin
at 1:00 PM on that day. Registration
will be Thursday 10-27-11, 2:00-5:00 PM and starting
at 8:00 AM on Friday, 10-28, 2011. The training will continue
all day Saturday and half day
Sunday. Branch Presidents should contact me to advise how
many members will be attending the seminar.

hosting a Texas Hold'Em Tournament to benefit MDA on October
29, 2011, see flyer for details.

FSALC CENTENNIAL CONVENTION
2013Delegates
at the 71st FSALC Biennial Convention selected the city of
Jacksonville, Fl to host the
next FSALC Convention. Branch 53 will host the 100 year anniversary
of the FSALC. Branch 53, President Bob Henning and I met with
the Crown Plaza hotel management
on September 26, 2011, to make initial arrangements.
The Dates of the convention
block will be June 19-24, 2013, mark
those dates down.
FSALC PRESIDENT'S
ACTIVITIES FOR SEPTEMBER 2011
The FSALC officers
teleconferences continue to be held the first Wednesday of
each month. In addition the
are weekly conference calls with the State AFL-CIO. A special
Rally planning conference call was was held on September 14,
2011, with the NALC leadership
in the State.
On September 8,
2011, I attended Branch 2072's General membership meeting
in Ft Meyers, Fl I discussed
the current legislative matters, COLCPE, and preparation for
the Save America's Postal Service Rally. My attendance at
Branch 1071's Miami, Fl meeting
on September 20, 2011, relaid the same messages.
On September 11-13,
2011 FSALC VP Al Friedman and I Attended the NALC State Chairs
meeting in Washington, DC. Legislative briefings and a update
from President Rolando prepared
us to lobby all day on Capitol Hill. The Florida Congressional
Delegation was our target and we visited with most of them
or their staff. Our mission
was to persuade them to co-sign on our issues and Save America's
Postal Service. After our visit, one member signed on HR 1351
and another on H. Res 137.
On September 21,
2011, I attended a monthly CLC, AFL-CIO meeting, in Daytona
Beach Fl. At that meeting The
Rally was discussed and many attendees gathered signatures
on the petitions and later returned hundreds more. The next
day I returned to Daytona Beach,
Fl to attend a Rally area planning meeting with NALC members
and other Union members.
On Sunday September
25, 2011, FSALC District 4 meeting was held in Jax, FL Branch
53's Union Hall. FSALC District 4 chair will post a report
on fsalc.com of the meeting.
Then the big day,
September 27, 2011, I was the lead person at the Rally in
front of Representative Sandy
Adams' office in Port Orange, Fl. i counted over 100 who attended
the Rally. Hundreds of signatures were presented to a staff
member, since Congresswoman
Adams was conveniently absent.

The FSALC Convention
was held over a month ago and since that time the business
of the State has been a busy one. New officers that were elected
are getting acclimated to their positions. Sister Lynne Pendleton,
Branch 1091 Orlando, was elected Assistant Secretary and Mike
Clark, Branch 2689 Melbourne, was elected Treasurer. Sister
Marilyn Ray, Branch 1071 Miami, was elected by the delegates
in District One as the District Chair. The five District Chairs
selected Brother Joe Henschen as the Chairperson of the Executive

The minutes were taken
at the Convention have been transcribed and will be distributed
to the Branch Presidents. The minutes of the 2011 convention
will be addressed and discussed at the 2013 FSALC Convention.
There were many bylaw changes that were all approved by the
delegates and they will be submitted to the NALC Committee
of Laws for final approval. Upon receipt of the approved FSALC
bylaws copies will be distributed to Branch Presidents.
Monthly FSALC officers
conference calls resumed in August 2011. The FSALC website
has been updated to include information on upcoming events,
links to other sites and legislative contacts. Go to fsalc.com

Now is the time to book
your reservations for the FSALC Fall Seminar hosted by Branch
1690 West Palm Beach, FL. It will take place October 28-30,
2011. All the information can be obtained by linking from

will be posted on fsalc.com and mailed to Branch Presidents.
A preview of the training will be an update on national negotiations,
contract issues, and a visit from the Florida AFL-CIO President
and Staff called the “Road Show” is scheduled. This in conjunction
with the NALC legislative update on maintaining six day delivery
and the financial issues of the USPS. Classes that were cancelled
due to the FSALC Convention being extended will be presented.
SEPTEMBER 2011 COLA
- CAN YOU BELIEVE IT?
Most American workers
are reeling from the loss of jobs, economic downfall and lost
benefits. In these uncertain times the NALC comes through
again. A COLA that totals $978.00 is not a gift from the USPS.
It is a result of the 2006-11 National Agreement that was
negotiated by the NALC and USPS and approved by the active
membership. I would hope every member realizes the extra money
in their paychecks is an unusual benefit that most workers
have never received.
CAUTION DANGER AHEAD
President Rolando recently
sent a letter to all NALC members sending a strong alert that
we as a Union and workforce are facing the most crucial time
in our history. So Brothers and Sisters if you wake up one
morning and the Congress over-rides the No Lay Off clause
and puts the Postal Service in a five day delivery mode, and
turns your financial life upside down, it should not catch
you by surprise. When Congress interferes with collective
bargaining it destroys the internal system of an Employer
and a Union to resolve their own issues and problems.
The majority of letter carriers
take what they get for granted. They are dependent on others
in the Union to provide for them without giving back. The
way a member can give back is to contribute to COLCPE. I know
you have heard it a thousand times, just about the number
of dollars in the September 20, 2011, COLA. Do the right thing,
do the moral thing, do it today! Sign up or shut up. No more
whining about OT or you didn't get your way, COLCPE now or
it might be too late. Retirees must realize that the Congress
can alter, eliminate and change your lifestyle with a right
wing agenda with Tea Party philosophy.Face

FSALC PRESIDENTS AUGUST
2011 ACTIVITIES
I
have been involved with the oversight of the NALC's retirement
community, NALCREST, FL. President
Rolando appointed Brother Don Southern and I along with
five other NALCREST Trustees last year. In addition to my
duties as FSALC President I have
been spending a considerable amount of time during the past
few months at NALCREST and other
duties associated with the administration.
Much of August was dedicated
to organizing the September 27, 2011, Save America's
Postal Service Rally and other legislative events around the
state. It has been time consuming
doing post FSALC Convention duties.
I attended the Florida
AFL-CIO Legislative Road Show on August 25, 2011, in Daytona
Beach, FL at the Volusia/Flagler CLC meeting.

FSALC
CONVENTION SPECIAL
Its
history, that is the 71ST biennial FSALC Convention. St Petersburg, Branch
1477
gets
the best of the best award for an outstanding performance in producing and
directing
the State Convention. July 28-29, 2011, will be in the memories of all
those
delegates
and guests who witnessed the inner workings of this Union.
I
had the pleasure and responsibility presiding over the Convention. At the
outset I
want
to express my appreciation for reelecting me FSALC President. The past term
2009-2011
has been a melting pot of various opportunities to display the FSALC’S
muscle.
Now let’s proceed in the present and plan for the future.
On
July 28th, the long day began with the FSALC Officers meeting at 7:00AM.
The
agenda was discussed and the group emerged ready to begin the Convention.
At
1:00
PM I hammered the gavel and we were off with an overloaded scheduled.
The
Convention Chair for host Branch 1477, was FSALC District Two Officer/1477’s
Executive
VP, Joe Henschen. Opening remarks and the greetings, followed by the
Rules
of the Convention being adopted, lead by Rules Committee Chair Jim Good,
Branch
599. The delegates numbered well over 300 with numerous guests. Sister
Nicole
Rhine NALC’s Asst. Secretary Treasurer was in attendance as the assigned
National
Officer.
Significant
and meaningful was the Memorial presentation that honors NALC letter
carrier
members from the 2009 Convention. Over 325, Brothers and Sisters passed
aways
since the last time we gathered together. The ceremony was truly one that
inspired
all that viewed it. Congratulations for the hard work the Committee put
into it,
under
the oversight of Lynne Pendleton, Committee Chair, Branch 1091.
Al
Friedman, FSALC VP was the Chair of The Convention Audit Committee. There
was
a written report prepared by the Committee members distributed to the
delegates.
The
Committee reviewed the Financial aspects of the FSALC from last Convention
to
this
one. The Delegates accepted the report as written.
I
presented a special President’s report using a slide show to speak about
the past,
and
the future of the FSALC. The report augmented my written report in the
Convention
Booklet.
Nominations
for FSALC officers happens on two occasions, first before the afternoon
break
and immediately after the break. Nine incumbent officers, and two new
nominees
were elected by acclimation. One race evolved from the FSALC District One
position.
There was one nomination for the city to host the 2013 FSALC convention.
Branch
53 submitted Jacksonville, FL, to be the next FSALC convention location.
The
FSALC
will turn 100 in 2013. It ought to be a great celebration. The Election
Committee
headed by Steve Comacho President of Branch 2072, gave a preliminary
report
on voting.
Lori
Bell, Branch 1477, Chair of the Credentials Committee and the other
committee
members
supplied the Delegates with a preliminary credential report.
A
showing of the NALC, “ The Strike At 40” celebrating the Letter Carriers
who shaped
the
future was shown to all in attendance. Featured in the film is Barry Wiener
who is
my
long time friend and former NALC National Business Agent. Brother Weiner
was a
guest
at the Convention and talked to the Delegates after the showing, rendering
some
personal insight.
Numerous
By-Law changes and submissions began to be discussed with much
delegate
debate. The Voting Committee, Chaired by Veronica Flores-Osborne,
Branch
1690, were standing by to count “ayes and nays” if a division vote was
requested.
The
Sergeant at Arms Committee whose Chair was Branch 1477 President Emeritus
John
W. Bourlon, kept the participants in order and policed the entry of
Delegates and
Guests.
The
Convention was in recess at 5:00 PM until Friday, July 29, 2011. That
evening
nearly
200 “Crawlers” participated in an MDA fund raiser and I was one of them. It
was
the
Pub Crawl in Downtown St Petersburg.

FSALC CONVENTION FRIDAY JULY 29, 2011
Delegates
were readied and the FSALC Convention reconvened at 8:00 AM.
Announcements
and the opening ceremonies were first on the agenda. Mike Williams
President
of the Florida AFL-CIO was our guest speaker, he talked about coalition
building
for a common Union Cause. Brother Williams is a true friend to the NALC.
The
Election Committee announced it was time to vote for FSALC District One
Executive
Board Chair. Voting continued until Election Committee Chair, Steve
Comacho,announced
the winner, Sister Marilyn Ray, Branch 1071.
Sister
Nicole Rhine was in attendance and continued the NALC presentation on
legislative,
political and other issues facing Letter Carriers. During her portion of
the
Convention
NALC National President Fred Rolando arrived to a standing ovation.
Fred
was a delegate to the Convention and it certainly is meaningful to have the
National
President from Florida. Fred’s comments were direct and to the point, how
important
it is to be Politically and Legislatively active. He explained the
importance of
contributing
to COLCPE. Fred was wearing a 2011 FSALC COLCPE button indicating
he
was contributing at the “GIMME FIVE” level or above. Brother Don Southern,
FSALC
Director of Retirees, created the buttons to advertise which Delegates were
contributing
to COLCPE. Fred talked about upcoming national contract negotiations,
pending
contractual issues and a meeting scheduled with President Obama, attended
by
the National AFL-CIO Executive Council. Fred is one of the Vice Presidents
of the
AFL-CIO.
A
special award was given to the foundation that administers the Costas G.
Lemonopoulos
Scholarship. Brother Lemonopoulos was a Letter Carrier in St.
Petersburg
who granted funds to for children of Letter Carriers in Florida.
Drawings
were made to choose the winners of the FSALC Scholarship “Mary-Lou
Jackman
- William Corbeau” Each year FSALC awards $8,000 in Scholarships.
Sister
Rhine honored the Delegates by making the random selections. Qualifications
from
the students must be met before the scholarships are paid.
During
the remainder of the Convention the proposed By-Laws were debated. All the
additions
and changes were approved by the Delegates. The NALC Committee of
Laws
at NALC Headquarters must review the changes to insure they are not in
conflict
with
the National Constitution. When the FSALC Secretary is advised, copies will
be
sent
to all the FSALC Branch Presidents and Officers.
Two
FSALC Committees reported, they were the Mileage and Per Diem, which
advised
the delegates the amounts of the per-diem and mileage allowed for each
FSALC
Officer. That committee was chaired by Alan Smyonette, President Branch
1025.
The other Committee was the Credentials Committee giving their final
report.
The
Installation of Officers was conducted by NALC President Rolando, assisted
by
Nicole
Rhine. Immediately thereafter was a motion to adjourn.
Minutes
were taken of the proceedings, when they are transcribed they will be
mailed
to
each branch president. The convention was extended past the noon ending
time to
insure
all business was covered. Some of the training classes on Friday afternoon
were
cancelled due to the late ending of the Convention. The new FSALC 2011-2013
Board
of Officers met in the afternoon, the meeting was open to guests.
That
evening was the FSALC Family night enjoyed by hundreds of the delegates,
family
and friends. Music, great food, dancing, Unity and Solidarity filled the
room. It
was
a wonderful event. Branch 1477, planned for months to get it First Class
and they
did!

SATURDAY JULY 30, 2011 FSALC TRAINING
CONTINUED
MDA,
followed by the 2011 NALC Food Drive awards, were administered by President
Rolando,
NBA Judy Willoughby, Nicole Rhine
and me. Mr Food Drive himself Al Friedman
was
the master of ceremonies for the award ceremony. Branches who were listed
in
the
recent Postal Record as Food Drive winners in their respective categories
were
given
plaques, for their achievement. The number one Branch in the Nation was the
host
Branch 1477.
The
session continued to Noon with a legislative agenda. Bridget Early the NALC
Legislative
Regional Field Coordinator presented a program on the current legislative
activities.
Bridget announced that she will be leaving the NALC to work for the AFLCIO
Working
America affiliate. Good Luck to Bridget. Three guest speakers,concluded the
Legislative Program explaining the new Florida voting law, redistricting and
collation building with the Florida AFL-CIO. In the afternoon the FSALC
Training Program continued until 5:00 PM.

PRESIDENTS REPORT 2011 FSALC CONVENTION
On
June 12, 2009 I was elected President of the FSALC and more than two years
has passed in record speed. A variety of circumstances and opportunities
have allowed me to represent the FSALC in various ways. I will summarize
the last two years of my activities in this report. The delegates will be
shown a more detailed overview during the “State of the State”.
Legislation
is the primary function of the NALC State Associations. In light of that
mandate, my NALC constitutional and FSALC by-law responsibilities filled
the two year term with opportunities and circumstances. Internal workings
of the FSALC were examined and monitored on a regular basis to insure
income and expenses were in compliance with labor laws and accountable to
the membership. Oversight has shown savings to the State while not
sacrificing representation. At the State Convention in 2009 I told the
delegates that I would not accept the 30 days plus, yearly LWOP allotted
the State President, pursuant to the FSALC by-laws. That promise was kept.
Communications
were enhanced in several ways. A detailed monthly newsletter was sent US
MAIL to over 100 activists, each Branch President, Congressional District
Liaison (CDL), State Legislative Liaison (SLL), FSALC Officers and others
on the mailing list. I repeatedly requested that my newsletter be shared
with the membership, by reprinting it in Branch papers, distributed at
union meetings or disseminated through other ways. Some Branches made an
effort to do so, others ignored the advice. Monthly conference calls with
the FSALC Officers have been held to insure all the State Officers were
kept informed of current happenings. Minutes of each call were made and
maintained. Often, selected mailings went to CDLs, SLL and State Officers
on, both internal and notices to act on important issues.
The
FSALC website “fsalc.com” has been redefined to allow viewers to access an
array of information. Cosmetically and contact wise has been used to get
the FSALC message out. My most unfavorite way of communicating is by the
internet. Reluctantly, I do that almost on a daily basis. I send messages
and information to a vast network of FSALC activists. Most members prefer
to use the internet as their choice of communication. I encourage using
both the US MAIL and the internet to balance and protect our jobs.
The
FSALC legislative program has rolled with momentum since June 2009. The
NALC
Legislative
Field Plan, has guided State Associations in the direction of concentrating
on legislative matters at the Local, State and Federal levels.
The
FSALC promoted many meetings, rallies and fund raisers, by interacting with
Legislators at all levels from Key West to Pensacola. Our legislative
program has become the standard for other Unions. The involvement with the
Florida AFL-CIO and its Central Labor Councils has and will leave a footprint
on the Labor movement. I represent the FSALC at the AFL-CIO State
Conventions and meetings on a regular basis. Labor 2010 resulted in having
eight NALC members released to work on the campaigns. Many volunteers
contributed their time towards the effort. However, it was very
disappointing to know how many members could have supported our efforts
however, choose not to.
We
have endeavored to enroll members in the NALC political action program,
COLCPE. The State has benefitted by the contributions and continues to
inform members of the return on investment by enrolling in the automatic
deduction program.
Statewide
Food Drive efforts speak for themselves. Top awards in many categories have
shown the hard work and unity the NALC Food Drive has brought to Florida.
The political involvement in conjunction with the Food Drive
accomplishments is known nationwide.
MDA events have raised a vast
amount of money and bonded the FSALC membership together in another
worthwhile charity.
There
are other State activities, programs and events to report to the delegates.
My report simply summarizes in brief form my duties, obligations and
responsibilities in accordance with the NALC Constitution and FSALC
by-laws. There will be a detailed presentation to the delegates to enhance
this report.
It
has been 45 years of membership with the NALC and I could not thank our
great Union for all the benefits I have received over that period of time.
I want to thank those who have supported our collective efforts and have
allowed me to be in a leadership position. I do recognize this, if I lived
to be 100, I could never pay back the Union for allowing me to serve.

FIVE DAY GO AWAY
A day does't go by without someone
advocating to reduce six day delivery to five days. The rant
comes from Congress to the local editorials, the internet
is loaded with all that trash talk. The mounting opposition
to our livelihood is something that all letter carriers should
take seriously. The effective way to address those who want
to dismantle the Postal Service, infringe on our benefits,
and allow the competitors to take away the American public's
constitutional rights. The right to get universal mail delivery
no matter where you live. The way we should combat the threat
is petitioning Congress to make sure the USPS is permitted
to operate in a fashion that upholds the Constitution. So
who will join the fight to save the USPS and the letter carrier
job? Its us my brothers and sisters, its us! Collectively
we must use our Political strength and Legislative influence
to support our issues. House Resolution 137 and HR 1351, has
the potential to stymie those dregs of society , who attack
organized labor, Postal Workers, and the institution of the
US Mail. Join the Army to band by giving to COLCPE. Approximately
eight percent of NALC members currently voluntarily contribute
to our Political Action Fund. Retirees do it and active members
do it. Good odds isn't it, 92% of our members are leaving
it up to the givers and doers to save their benefits. Not
a good bet, is it? Reminder, the new IRS mileage rate is 55.5
cents a mile, beginning July 1, to December 31, 2011.
FSALC 2011 CONVENTION This is the
last FSALC presidents update for the 2009-2011 term. In less
than a month democracy will be demonstrated as members of
the NALC join together to plan for the future of the FSALC.
We will take care of business, socialize and most of all we
will be gathering with Union Brothers and Sisters from Florida.

FSALC PRESIDENT'S ACTIVITIES DURING
JUNE 2011 The month started with the FSALC officers monthly
conference call on June 1, 2011. On June 4, 2011, thousands
of activists gathered in Orlando, FL at the Central Florida
Fairgrounds to participate in the FESTIVAL FOR FLORIDA'S FUTURE.
The Florida AFL-CIO was in partnership with several support
affiliates fighting for Florida's future. Although is was
a Saturday, a good showing of NALC members joined the group.
This was an example of the FSALC involvement in State AFL-CIO
activities. On June 11, 2011, nine other FSALC members joined
me to attend the Florida Democratic Party at the Diplomat
Hotel in Hollywood Fl. I had the opportunity to discuss legislative
and NALC matters with those who I selected to attend. The
event is called the Jefferson-Jackson dinner and is a major
fund raiser. I had the opportunity to meet with Debbie Wasserman-Schultz
(FL-20), and thanked her for her continued support. I offered
my congratulations on her being the Chair of the National
Democratic Party. On June 23, 2011, I attended the monthly
meeting of the Volusia/Flagler Central Labor Counsel, in Daytona
Beach ,FL. Discussion at the meeting centered around 2 the
Legislative Straggles for 2012. I discussed the current issue
with the USPS and the NALC fight against five day delivery
and the overpayment issues. I returned to the Volusia Teachers
Union Hall in Daytona Breach, FL, on June 30, 2011, to attend
Branch 53,s south area Rap Session. There were representatives
from other Branches. Several topics were presented on the
current contractual matters. I spoke about COLCPE, the status
of the NALC Legislative issues and redistricting in Florida.

CARRIER CORP
Its
easy to become a real 2012 NALC Carrier Corp member. Go to nalc.org and
click
on the Carrier Corp logo. It will give you all the details to become a NALC
activist.
This Carrier Corp is not like the past program. In the past election cycles
NALC
National Business Agents competed to get as many members to sign up for
the
CORP. However, when called upon to help in elections and the NALC Political
program,
only a few could be found. The 2012 program is meaningful and real. The
effective dates to qualify to be a CORP member is January 1, 2011, through
the 2012 election cycle. So if you
qualify,
follow the instructions on nalc.org or go to fsalc.com and link to
nalc.org. If
you
have questions, Branch Presidents should be able to answer any questions
about
the program.
If

If
you submit forms to qualify for a 2012 Carrier Corp Tee-shirt and higher
level
status,
I must verify it, and the NALC will mail the shirt and awards directly to

Don't
confuse the 2012 Carrier Corp shirt with the NALC “Letter Carriers Support
Workers'
Rights” shirt. Those are for special events and rallies, like the one I am
wearing
in the photo on page 6, of the June 2011 Postal record. Get involved
before
its too late.
FLIP
FLOP BUT STILL ONE AND TWO
The
2011 NALC Food Drive resulted in Branch 1477 West Coast Letter Carriers
winning
their category and being number one in the nation. Tampa FL, Branch
599
was
second in the same category and second in the nation. Last year the
placement
was reversed. Also the preliminary results has Branch 2072 Ft Myers,
Fl,
Clearwater Branch 2008, and Ocala, FL, Branch 1103 first in their category.
When
the official results are released, Florida will have several cities in the
top 25.
Congratulations
to all for the dedication and extra work to make the 2011 NALC
Food
Drive another success.
Al
Friedman VP FSALC, has been and is the driving force behind Florida being a
leader
in the Food Drive. Al will be traveling to NALC Headquarters on June13,
2011,
for a debriefing with the Food Drive Corporate Sponsors and other leaders
in
making
the NALC Food Drive the largest one day collector of food in the nation.
Get
ready for next year, it will be the 20th anniversary of the NALC Food
Drive.
2011
FSALC Convention Update
The
FSALC Convention is approaching quickly. Those Branches who have not
sent
in their registration fee, please do so immediately. If the fee is not paid
on
time,
the delegate will not be valid. All registered delegates will be receiving
a
letter
in June 2011 outlining facts and information concerning the Convention
and
Training Seminar. Please advise O. D. Elliott, Secretary FSALC, of
delegates
that are not attending the Convention. Materials will be ordered for
the
Convention and so not to waste members dues money, only delegates
attending
the Convention will receive credentials and Convention bags.
There
will be an enhanced memorial ceremony to acknowledged the NALC
letter
carrier members who passed away since the last FSALC Convention. It
would
be helpful if Branch Presidents would furnish me the names of members
who
died recently so they can be incorporated in the memorial ceremony.
FSALC
SCHOLARSHIP
The
drawing for the 2011 FSALC Scholarship will be made at the State
Convention,
July 28-29, 2011. The current Scholarship application is on
fsalc.com.
Make sure the application deadline, July 8, 2011, is met. The
application
must be postmarked on or before July 8, 2011. E-mail submissions
will
not be accepted.

PRESIDENT'S
ACTIVITIES DURING MAY 2011
On
May 2, 2011, two members of Branch 109, Central Florida Letter Carriers
and
I were at the Deltona Fl City Hall to receive a NALC Food Drive
Proclamation
from the Mayor proclaiming May 14, 2011, Letter Carrier Day.
On
May 4, 2011, the back dock at the Deland, FL Post Office was the setting
for
the
Deland Mayor to make a similar presentation as did the Deltona Mayor. All
of
Branch 2591 members were in assembly and joined by the Postmaster. That
evening
the FSALC Officers participated in the monthly conference call.
Food
Drive events continued on May 10, 2011, for the VALPAC Corp National
Food
Drive kickoff in St. Petersburg, FL. Several FSALC officers, Branch
officers
and members attended the event. Local elected officials, and
representatives
from Members of Congress Young and Caster was present. Al
Friedman
FSALC VP and I addressed the crowd. Most notably absent was
the
Governor. Florida Governor Scott who was invited and never responded. He
did
not
issue a state-wide proclamation as did his predecessors.
On
May 11, 2011, I was invited to attend the General Membership Meeting in
Melbourne,
Fl, at Branch 2689' s union
hall. I discussed COLCPE and the
current
legislative climate.
On
Food Drive Day, May 14, 2011, I dodged rain drops at the Daytona Beach,
FL,
main office, helping unload trucks full of food. Several Branch 53 members
volunteered
their time to feed the hungry. That evening I attended the Union
Night
baseball game at the Jackie Robinson Ballpark in Daytona Beach, Fl. It
was
sponsored by the Volusia/Flagler Central Labor Counsel.
Back
again in Daytona Beach, FL, on Sunday, May 15, 2011, helping to give
Governor
Scott a PINK SLIP. The demonstration was in front of a hotel where
the
Governor was speaking at a Republican fund raiser.
On
May 24,2011, I attended Branch 2008' s meeting
in Tarpon Springs Fl. Once
again,
I discussed COLCPE, and political and legislative matters. I met with the
newly
appointed CDL for Congressional District #5, Jerry Lonergan to discuss
his
new duties.
As
you know President Fred Rolando appointed me as a National NALCREST
Trustee.
I have been visiting the NALCREST Community often to adhere to my
duties.

Last month’s update highlighted
the importance of the legislative work the FSALC
and the NALC is doing to preserve
the active carriers jobs, the USPS and benefits for both retiree and active
carriers. The NALC's semi-annual State Presidents
Meeting was held in Washington, DC April 3-6, 2011. FSALC VP Al Friedman
and I attended the meeting. On April 4, 2011, we stormed Capitol Hill
visiting the Florida delegation requesting that they support House
Resolution 137 and HR 1351. Cosigners are slowly putting their names on
both items. However, every letter carrier needs to support our legislative
efforts. All CDL's have been instructed to reach
out to their Representative to support our issues. President Rolando has
sent an e-activist message out to all those on the list to contact their
representative for support. The Postal Record and the NALC website has all
the information you need to get going on our issues. Don't make a mistake in your life and miss the opportunity to
protect your jobs.
SEPTEMBER 23, 1913
The FSALC is almost a century
old. A charter exists and is currently at Branch 1477,
St Petersburg, Fl. It will be
on display at the 2011 FSALC Convention. A request was
made in my past few monthly
newsletters for documents related to the history of the
FSALC. Again, I ask each Branch
to search their archives for any material that will
aid in reconstructing the
history of the State Association.

COLCPE.
FINANCIAL REVIEW COMMITTEE
Article 8 Section 5 of the
FSALC 2009-2011 by-laws required a review of the FSALC
“books”. I appointed a
committee of three according to the by-laws to accomplish
that task. Enclosed is a copy
of that report.
FLORIDA AFL-CIO
LEGISLATIVE BRIEF
The 2011 Florida Legislative Session
for Florida families, was disastrous. Voters
rights are hampered and worker
rights were attacked. I am enclosing a summary
prepared by the FL AFL-CIO that
highlights worker and citizen issues. FSALC
actively participates in
supporting worker issues. We work to organize and make a
difference in lives of
Floridians by lobbying and supporting each others struggles. Go

FESTIVAL FOR FLORIDA'S FUTURE JUNE 4, 2011
The Florida AFL-CIO has planned
a day long celebration of what it means to be a
worker and union family in
Florida. There will be music, activism, education, food
and much more. This is a fight
for Florida, a movement driven by Working Families.
The idea of the festival is for
thousands of working Floridians, union members, allies,
community partners to come
together and begin that work. The festival will be held
at the Central Florida
Fairgrounds 4603 West Colonial Drive, Orlando, FL
32808-8188 on June 4, 2011, from 10:00 AM
until 6:00 PM. Please plan making an
effort to be there. Additional
information will be forthcoming, at www.flaflcio.org.

FSALC PRESIDENT'S ACTIVITIES DURING APRIL, 2011
On April 8,2011 I joined Branch
2591, Deland, FL President Betty English and
recorded a public service
announcement on Orlando radio station 105.9. It was to
promote the Food Drive and a
Branch 2591, MDA motorcycle poker run.
On April 12, 2011, I attended
Central Florida Letter Carrier Branch 1091's union
meeting. I gave a legislative
report and solicited members to enroll in COLCPE.
I rode approximately 130 miles
in Branch 2591's MDA fourth annual motorcycle
poker run. The Branch raised
approximately $2800 for the cause, ZOOM-ZOOM.
The April 17, 2011, event drew
riders from as far away Branch 1690, WPB,FL.
The NALC Legislative Department
conducted a conference call with all the CDL's
and State Presidents, on April
20, 2011. It was an information sharing call
concerning House Resolution 137
and HR 1351. As stated at the beginning of this
report the two legislative
items are a priority for the NALC.
April 26-28, 2011 President
Rolando assigned me to our retirement community at
NALCREST, FL, to continue
working on issues at the facility. On the night of April 28,
2011, I traveled to Daytona
Beach, Fl to attend the monthly AFL-CIO CLC meeting.
At that meeting I spoke on the
NALC legislative matters concerning the USPS and
the NALC May 14, 2011 Food
Drive.
KILLERS CAPTURED
Two suspects were recently
captured for the fatal shooting of Branch 1071, member
Bruce Parton. Brother Parton
was gunned down on December 6, 2011, while

A resolution has been introduced in the House of Representatives to
support six day delivery. It is House Resolution 137. Last session of
Congress (111th), Resolution 173 was introduced which has the exact
language. Hr 137 is not legislation, it is a show of support. That is why
it is important for every house member as possible to sign on,
The piece of Legislation that addresses the overpayments for retiree
health benefits, is contained in HR-1351. In the (111th), an exact Bill was
introduced, that Bill number was 5746.

On April 4, 2011, FSALC VP Al Friedman and I were on Capitol Hill to
lobby the Florida Congressional Delegation. A detailed report of the events
will be in my next months FSALC update.
NALC FOOD DRIVE
May 14, 2011 is almost here and it will be time for the the NALC
19th annual Food Drive. All Branches are gearing up to have a successful
and contest winning event. Just think about it, in 18 days Letter Carriers
have collected over a billion pounds of food, to feed the hungry. FSALC

FSALC STATE CONVENTION
It is anticipated that there will be between 450 and 500 delegates
attending the FSALC Convention in St Petersburg, FL on July 28-29,2011.
NALC President Fred Rolando is a delegate and will be joined by NALC
assistance Secy-Tres Nicole Rhine who is assigned to the Convention. I
remind all Branches that they should have arranged with the convention
hotel for accommodations. Please direct questions and inquires to Branch
1477, at 727 531 1477. The schedule of Convention events and the FSALC
training Session that follows the Convention will be made available to all
delegates in the near future,
FSALC save six day delivery tee-shirts are available at fsalc.com. I
hope every delegate will be wearing the save six day delivery shirt on the
first day of the Convention.
Nominations and elections for FSALC officers will occur at the
Convention. All chairpersons of delegations should be aware of past NALC
Presidential rulings concerning delegate voting. No delegate can be forced
to vote by Branch Unit Rule if they do not wish to do so. A single delegate
can block the Branch’s use of a Unit Rule.
i will be making delegate appointments to Convention Committees by
the end of June 2011. All delegates will be made aware of the rules,
election procedures, by-law submissions and other pertinent Convention
procedures in a timely fashion.
COLCPE UPDATE
I am enclosing the latest information on Branch rankings as it
pertains to percentage of members enrolled in Gimme Five automatic
deductions and individual contributions to COLCPE. If a Branch President
wants a roster of members giving contact me and I will have it sent to you.
President Rolando will soon announce a new COLCPE contest. The NALC Legislative
Field Plan has been revised and upon its completion I will send it out in
an upcoming monthly mailing. Watch for changes in the way COLCE
co-ordinator s are appointed and the new NALC Carrier Corp is being
developed.
Last month I asked all FSALC Officers to enroll one member on the
automatic rolls at the Gimme Five level, to contribute to COLCPE. I asked
the officers to contact me and let me know who they signed up. I heard from
two officers? We must show leadership if we expect others to follow! Therefore
I ask all Branch Presidents to make an extra effort to approach members on
the benefits of COLCPE and Get them enrolled. I will b contacting he Branch
Presidents on the list who are not enrolled and hope they will understand
our future benefits and employment lies in the hands of Congress. Before I
call take it upon yourself to get on the winning wagon.
FSALC PRESIDENT’S ACTIVITIES DURNING MARCH 2011
On March 2, 2011, The monthly State Officers conference call was
conducted. An agenda of topics and minutes are kept. The calls are a method
of communicating Union business.
It was rush hour and Bike Week in Daytona Beach Fl, on March 8,2011.
At a busy intersection several NALC Members jointed me in an, “Awake The
State” rally. The rally was an effort to bring attention to the anti-union
Florida State Legislature and its attempts to dismantle workers rights.
I attended the Region 9 Rap Session in Myrtle Beach, SC, March
10-13, 2011. There were several breakouts on contractual subjects, Legislation
and Branch leadership. General session included awards for MDA and COLCPE.
NALC Director of City Delivery Lou Drass presented the members with an aery
of topics and had an open discussion forum. The NALC’s legislative Regional
Field coordinator (RFC), Bridget Early expanded on political and
legislative issues. Region 9 RAA”S and NBA were present and participated in
the training and events. Contact the NBA”S office if need additional
information concerning the Rap Session. 954 964 2116.
On march 15-16, I was assigned by President Rolando to visit
NALCREST and assist in the revamping process of the Union’s retirement
facility. Please inform your members of the great opportunity to live at
NALCREST, when retirement becomes a reality.
The quarterly Regional meeting of the State Presidents in Region 9
met in Th. NBA’s office in Ft. Lauderdale, Fl. The meetings are designed to
maintain a high level of awareness to the NALC Legislative program. NALC
RFC Early facilitated the meeting.
Cincinnati, OH was the venue to host the Committee Of Presidents
(COP) semi-annual meeting. It was held from march 26-28, 2011. There were
over 300 participants from Branches across the country in attendance.
President Rolando spent the entire day on March 27, 2011, informing the
group on many contractual topics, IE: FSS, Route adjustment and upcoming
national negotiations. There was much emphasis on legislation and how the
Congress is the key to allowing the USPS operate in the black continuing
six day delivery. I spoke on the Vote by mail, legislative and anti-labor
legislation in Florida. I had an additional opportunity to report on
NALCREST. I tis always good to take back information from other Branch
leaders and the National President.
Many calls, e-mails, and US Mail adds to increased time that is
necessary to represent the membership. I appreciate those that help and
encourage those who do not, to get involved before its to late.
INFO AND OTHER STUFF
Keep in mind that the labor movement in America in under constant
attack. A unified counter effect must be in the forefront to just maintain
an equal playing field. The NALC has stepped forward to support the Florida
AFL-CIO. Tony Loconto, Branch 1071 retired member andCDL #20, has been
released to work full time, for a few weeks in South Florida. He will
coordinate activities in Broward County, with the Central Labor Council.
I authorized Leo Murray FSALC SLL, retired member of branch 1477, to
be in Tallahassee Fl for a week to assist in lobbying against the anti worker
legislation spurring out of the Republican dominated legislature. The
legislative session ends May 6, 2011.

MONTHLY UPDATE FEBRUARY 2011
Last months update talked about the 112th Congress and its potential
affect on the US
Postal Service, Letter Carrier jobs and benefits. The flow of attacks has
risen to the
level that Collective Bargaining is a household word. The anti-union,
anti-organizing
groups in America are directing their efforts towards public employees at
the state,
counties and cities. I therefore am going to direct this informational
newsletter to a
commentary on our own fight.
MATTY'S COMMENTARY
The NALC has been able and fortunate to negotiate a contract with
the USPS. That
contract provides for hours, wages and working conditions. Our legislative
accomplishments are chiefly because on the NALC's political program funded by our
Political Action Fund known as Committee On Letter Carrier Political
Education,
(COLCPE). The FSALC primary responsibility is to promote legislative
activities in the
State. It is written in the NALC National Constitution, in the FSALC bylaws
and for all
to see on fsalc.com.
However, there is a serious problem with some of those who represent
you and other
members of the NALC.Those representatives never allow you to see or read
this
monthly update. On June 12, 2009, I and eleven other officers were elected
to serve
the membership in the State. All FSALC Officers are elected for a two year
term.
Elections will be held at the 2011 FSALC Convention in St Petersburg FL,
July 28-29,
2011. All FSALC Officers must be held accountable for their actions or lack
of actions.
I include myself in that responsibility. If you have a FSALC officer in
your Branch or a
FSALC District Representative that has not been promoting legislation,
politics and
solidarity, VOTE THEM OUT, me included.
I encourage those members who are not satisfied with their
respective FSALC
representative to let me know about it, get nominated at the State
Convention, if you
will be attending and make a difference. This monthly newsletter is sent to
about 100
and it rarely gets by the recipient. I have asked that it be reproduced in
Branch
newsletters, made available to the membership and distributed in a manner
that gives
a monthly evaluation on how the FSALC is spending the members dues money.
It is disparaging that some of those in the State that are in a leadership
role have that
dreaded disease known as APATHY. Some work hard to promote the NALC, and
the
FSALC message of legislation, politics and COLCPE, some are worthless. Some
Branch Presidents work hard to accomplish our goals, others are worthless.
There are
monthly FSALC telephone conference calls with the State officers. I started
that
communication process to keep the leadership in the State abreast of
internal and
external issues. The level of transparency was initiated to let the
membership know
what the State is doing. It is a pity and an insult to those who pay dues
that the
information is not being disseminated.
The CDL's (Congressional District
Liaison) and SLL (State Legislative Liaison) are
appointed by me. They work on the FSALC goals with members of Congress as I
do.They have all been reappointed for the term to coincided with the 112th
Congress.
They all contribute to COLCPE and promote the FSALC mission. I will be
appointing
members to committees at the State Convention. Rest assured no delegate
will be
appointed if they have not supported the Union's issues. Simple items like letter
writing, Union Made tee shits, Food Drive mugs are a must to rally the
membership.
I am a pragmatic man and know that our Union can be devastated by the
actions of
Congress. I know that the vast majority of NALC members wouldn't know their
member of Congress or who the two Florida, US Senators are. I will wager
big money
that only a handful know or ever contacted their State Representative. Most
have
never been interested in the Collective Bargaining agreement unless it is
self serving.
They will know much about items that have nothing to do with their job,
benefits or
maintaining a strong USPS. So Brothers and Sisters I know who supports the
FSALC
mission and those who go out of their way not to promote it. I will use the
necessary
influence I have to insure the 2011-2013 FSALC term of office will have a
board of
officers who will have credibility and foresight to truly represent the
membership. Think
about it!
FSALC President's activities during February
2011
I represent the FSALC and participate in the Florida AFL-CIO weekly
conference calls.
That information is passed on to the members by the FSALC e-activist and by
US
mail.
February 2, 2011, I was invited to attend Branch 53's Rap Session in Daytona Beach
FL. I encouraged those in attendance who were not enrolled in automatic
COLCPE
deductions to do so. I explained who the Congressional key players are in
DC and
what the NALC is doing to combat our enemies.
On February 8, 2011 I attended Branch 2591, Deland, FL, Union
Meeting. I gave
similar information on the political landscape to the members. I made a
special
presentation of $500, to MDA. That amount was the result of profits made
from the
sale of Save Six Day Delivery shirts, that were promoted by the FSALC.
Additional
monies will be donated to MDA.
New Smyrna Beach FL, Branch 33129 invited me to their February 9, 2011,
Union
meeting and I relayed the information on Legislation and COLCPE.
On February 10-12, 2011, I attended meetings at NALCREST, FL with the other
NALCREST Officers and NALCREST Trustees. They included President Rolando,
VP
O'Malley, Director of Retired
Members Kirkland, Asst.Secy-Treas, Rhine. Brother Don
Southern, FSALC Director of Retirees and and Tom Young Former Director of
NALC
Health Benefits make up the NALCREST committee. We met with the residents
and
spent much time revamping the direction of NALCREST operations. The evening
of
February 12,2011, I attended Branch 1779, Lakeland, FL installation.
President
Rolando was the Installing Officer. Guest speaker was the Congressman from
the
12th Congressional District, Dennis Ross.
On February 15, 2011, I joined FSALC VP Al Friedman in a National Food
Drive
conference call, conducted by NALC's Director of Community Affairs,
Linda Giordano.
Tying in the Food Drive and having legislators participate is a priority.
Frank Marinacci, FSALC District 4 Chair, Mark Smith CDL #24 and I met with
the
newly elected Congresswoman for the 24th District, Sandy Adams in her
District
office. All three of us are constituents in District 24. We informed her
and the Staff of
the USPS situation and how we can support six day delivery without any
taxpayer
cost. I left her with detailed written information and asked that she
participate in the
NALC Food Drive. Later that afternoon I attended a meeting of the Central
Labor
Council in Daytona Beach FL to participate in organizing outreach in the
community.
On February 24, 2011, I attended the regular Volusia/Flagler CLC meeting in
Daytona
Beach, FL.
I traveled to Orlando Fl on February 27, 2011, to address the NALC
group attending
the NALC National Secretary Treasurer Training, Sister Jane Broendel hosted
the
event. I traveled from that meeting to another hotel in Orlando, FL to meet
with the
Florida AFL-CIO State meeting on strategic planning for the upcoming State
Legislature session, that begins on March 8, 2011.

2011 began with a new brand of leadership in Tallahassee and in the
House of
Representatives in the 112th Congress. The US Senate leadership remains
narrowly
Democratic. There are three people who every FSALC member should be
familiar with,
weather you are retired or active. One is Darrell Issa (R-CA), who is the
Chair of the House
Committee on Oversight and Government Reform. Second is Dennis Ross the
Chair of the
United States House Oversight Subcommittee on Federal Workforce , USPS and
Labor
Policy who is the newly elected Congressman from the 12th congressional
District in Florida.
The third is Member of Congress Connie Mack from the 14th Congressional
District in
Florida who is a member of the Subcommittee.
Why be concerned with those three people especially? They will have
a direct affect on your
livelihood and benefits. The USPS is the Employer who Letter Carriers work
for and derive
their salary and benefits. The USPS is under attack and all of us must be
diligent to insure
the Postal Service thrive and be productive. Active Letter Carriers are
fortunate that they
have a Collective Bargaining Agreement that provides for hours, wages and
working
conditions. I suggest that all members familiarize themselves with the
Members of Congress
who will have a direct affect your families and your life. What happens
with the USPS will
effect all members. Don't take for granted that your
jobs and benefits are untouchable. The
PMG and anti-union advocates are strongly in favor of Five Day Delivery. We
must use all
our resources to protect Six Day Delivery, service to the American public,
affordable heath
benefits and legislated retiree benefits. Show your support for our cause.

In 2010 I promoted that the NALC Food Drive should solicit elected
officials to participate in
events around the State. The coalition between what letter carriers do in
communities along
with delivering mail coupled with politicians from the Local level to the
Federal level is a
priority. Last year was a phenomenal year for Florida in helping stamp out
hunger and
collecting more food than any other State in the Nation. Lets exceed 2010
this year.
FSALC SCHOLARSHIP
Application for the FSALC scholarship is enclosed in this mailing.
It is also down loadable on
fsalc.com. I encourage all members who believe they my qualify for a
scholarship should

COLCPE CONTEST
The February 2011 Postal Record is dedicated to those members who
continued to
COLCPE. Check it out and if you did not see your name listed and are a
member of the
Union, you should be ashamed of yourself for not protecting your
livelihood.
The NALC had created a COLCPE contest matching states against each other.
The results
of the contest are in the February 2011 Postal Record. Florida came in
second being
narrowly edged by Texas by .42%. I want to thank all those who signed up
durning the
contest. I telephoned NBA Kathy Baldwin Region 10 and Texas State President
Mickey
Morris to congratulate them.
FSALC 2011 CONVENTION UPDATE
The host Branch, 1477 St Petersburg, is well on its way planning for
the Convention. The
FSALC 2011 Convention information can be obtained by going to fsalc.com or
contacting
Branch 1477 at 727 531 1477. All Branches have been notified in a timely
basis concerning
deadlines for delegate registration and other requirements outlined in the
FSALC bylaws. All
members should be advised that all monies collected for the FSALC 2011
Convention and
expenditures will be processed in compliance with he established FSALC
method using the
FSALC voucher/warrant and oversight by the FSALC fiscal committee. The
local branch will
maintain all receipts of revenue and expenditures. If any delegate or
member has any
questions concerning the 2011 FSALC Convention procedures , I will be
available in addition
to Branch 1477 to respond to questions or inquires.
NALC MUTUAL BENEFIT ASSOCIATION (MBA)
MBA Director of Life Insurance, Myra Warren and I have been
collaborating to partition the
sale of NALC insurance products in Florida. The State had not allowed the
NALC to obtain a
license to sell insurance in Florida. The new State Legislature has posed
additional
problems in obtaining our goal. I will advise all Branch Presidents of the
status as tit
becomes available.
FSALC President's activities during January 2011
The new year started off with a great event at VAL-PAK headquarters
in St Petersburg, FL.
On January 6, 2011, several NALC officers joined NALC Food Drive
coordinator Linda
Giordano and FSALC VP Al Friedman and me to lay the groundwork for VAL-PAK
to
promote the association between VAL-PAK and the NALC. Brother Friedman was
featured
in a promotional video that will be distributed to all VAL-PAK franchises
endorsing the NALC
food Drive. This might land Al a chance at an Oscar.
Two events occurred on January 8,2011. In the morning myself and
three other NALC
representatives attended a Labor Causes in Orlando, FL joining other Florida
AFL-CIO
unionists to discus the future strategies for the labor movement in
Florida. That evening I
attended Branch 1091's Installation of officers in
Orlando, FL.
On January 13, 2011, I attended St Petersburg, FL Branch 1477's installation of officers,
Brother Ernie Kirkland was the installing officer The next day I returned
home by way of
NALCREST. I discussed some issues with the NALC Director of Retired
Members, Ernie
Kirkland concerning the NALCREST property, legislative and political
issues.
On Saturday, January 15,2011, I attend Branch 599 Tampa,FL installation of
officers.
Brother Kirkland was the installing officer. I was the assistant installing
officer.
January 18 and 19, 2011 permitted m to attend two branch meetings. Branch
1071 SFLC
and Branch 1690 WPB. At both meetings I discussed legislative issues and
the importance
of COLCPE. On January 19th I visited the hotel that will host the FSALC
Fall Training
seminar on October 28-30, 2011. Branch 1690 President Rick Abbarno and
other 1690
officers joined me in discussing he details.
Saturday January22, 2011 brought many members of Branch 1071 South
Florida Letter
Carriers together for their annual shop stewards and retiree appreciation
affair. I joined many
of my brother and Sister Branch 1071 members in a night of solidarity. A
former member of
Branch 1071 and honored guest was NALC President Fred Rolando.
I ended the months Union activities on January 27,2011 by joining three
other NALC
members at the Volusia/Flagler Fl-AFL-CIO Central Labor Council meeting in
Daytona
Beach, Fl. Several AFL-CIO union representatives were in attendance.
The situation of Post
Office closures and maintaining six day delivery were part of the topics
discussed.
