District 1 Report- October 30, 2009

We held our Fall District 1 Meeting on October 25 at Branch 2550’s Union Hall. I want to thank everyone who took time out of their weekend to participate in this District event. I also want to thank Branch 2550 officers and members for their wonderful hospitality. 

There were about 75 members in attendance. All four Branch Presidents from the District were present along with members from each of the branches including a group of seven from Key West who made the long ride. Region 9 NBA Judy Willoughby, Florida State President Matthew Rose and State Director of Retirees Don Southern each gave presentations to the group. Nine out of ten Congressional District Liaisons were also in attendance. 

To start the day off, each of the CDL’s gave a brief talk about their congressional district and their activities. Members in attendance were asked if they would sign-up to volunteer to accompany the CDL’s when they do their visits. The NALC Field plan was shared with the branches and this “Meet your CDL” presentation was a good step toward improving our state wide legislative activities. I know everyone had a new found appreciation for the job these CDL’s have been doing over the years. 

Matty Rose focused on the direction the state will be moving in over the next year and updated the membership on current and future activities. He reminded those in attendance that the National Constitution requires State Associations to concentrate their efforts on the legislative work of the NALC. He supplied a lot of handouts for attendees to bring back to their units as information.

The group was pleasantly surprised by a visit from Congressman Alcee Hastings who arrived in a casual and down to earth manner after being invited by his CDL to attend our meeting. We thanked the congressman for his unwavering support for HR22 and his record supporting issues of importance to letter carriers. We were also impressed by his frank discussion about Employee Free Choice and Health Care Reform. 

Don Southern shared information about the statewide COLCPE contest and provided copies of suggestions for increasing automatic contributions. 

We spent a little time hearing from some of the attendees about successful efforts that they have had in increasing COLCPE contribution. We also discussed the upcoming National Bowl-a-thon to be held on November 1. 

National Trustee and Branch 1071 President Mike Gill provided information on the NALC Health Benefit Plan benefits and rates for 2010. Information was provided to each branch about members who were not in the plan. Branches were encouraged to support the NALC plan and encourage their members to consider the plan for 2010. 

I did a presentation regarding the MIARAP focusing on the role of the Local Office Contacts, Fixed Office Time and Data Integrity Issues. I hope people found this information useful as we proceed with Phase 2 of the MIARAP. 

Judy Willoughby gave an update on FSS deployment and input on what branches can be doing in response to the widespread withholding taking place in our district. She brought along Regional Administrative Assistants Nancy Quick and Jeff Siciunas who shared in the day’s exchange of information. 

This was a jam packed afternoon of information which meant we did not meet our goal of wrapping up before the Dolphin’s kicked off at 4:30. As your District 1 Chair, please feel free to contact me with any suggestions you might have for our next meeting.

2010 is an election year for all Congressional Representatives and one of the US Senate positions. We should be working hard over the next several months to increase our coffers through COLPCE contributions and to recruit Carrier Corps activists. We will have some important races coming up and need to be ready to support the candidates who will support us. 

I look forward to future meetings and appreciate the support provide by everyone who attended.

Report from District 1 Chair

  First of all, I would like to thank the members of District One for electing me to serve as your Chairperson for the next two years. I am new to affairs of the Florida State Association and will make every effort to get up to speed as quickly as possible to contribute to our mission.

  I wish to thank Brother Tim Knight for his service to the FSALC after serving many years as the District One Chair. He decided to not seek reelection to this position. While I am certain I will not spend as many years as he did in this position, I promise I will do my very best to meet the needs of our District and represent you on the State Executive Board in a fair and responsible manner as he did so proudly. 

  I have been asked by President Matty Rose to select dates for District Meetings to be held through 2010. The first meeting I plan to hold for the District is on October 25th, 2009. The location and subject of the meeting have not been established yet. Being new to the position, I am actively seeking input from the branches in the District for any particular training needs that might be out there or issues facing branches. Please contact me with your ideas.

  I know that we have a lot of work ahead of us improving our legislative efforts. I am hoping we can organize more support for our CDL’s in each of their Congressional Districts. We need to work on increasing our COLCPE donations, e-activist lists, and otherwise preparing for the 2010 election cycle which is right around the corner. 

  The mail volume continues to decline and the financial condition of the Postal Service worsens with each passing quarter. We know that this reality is prompting serious discussions within congress about the operations of the Postal Service. Now, more than ever before, our ability to influence decisions made by our elected officials is critical to protecting the Postal Service and our collective bargaining rights and future job security. 

  Every member has a stake in preserving the Postal Service as an institution and insuring its financial viability. I hope we can inspire every member to participate in the legislative strategies the NALC has adopted; establishing relationships with congressional representatives ( CDL’s), an effective Political Action Fund ( COLCPE), grass roots volunteers for campaigns ( Carrier Corps) , and a speedy legislative alert method ( E-Activist). These represent concrete things each of us can do to assist this union in riding out this serious storm we are facing. 

  As we are now in hurricane season, we Floridians know what storms can do and how to avoid catastrophic results. We develop an emergency plan of action. Just like we prepare our families before a hurricane to safely weather the storm, we need to stock that COLCPE Pantry. Just like the Red Cross volunteers are ready to open the shelters, we need to be able to mobilize our Carrier Corps. Just like we need to have a plan to contact our families members when the phones are out, we need to sign up for E-Activist. 
I look forward to working with all the branches in District One to improve our level of participation in all these areas. Together we can insure Florida Carriers can say, “We are doing our part to protect our futures”.
